India is currently at a very important crossroads in terms of economic growth. The Trade Facilitation Agreement has helped India achieve a position in the world in terms of exporting and importing products. India has succeeded in redefining itself as a nation dedicated to legitimate trade. The agreement has been extremely beneficial for India. The e-commerce and electronic data exchange (CIEM) system introduced around 2009 is the ICEGATE portal, which provides electronic storage services to carriers and other customs customers. These include the electronic submission of the Entry Bulletin, shipping invoices and related e-mail messages between customs and merchants with internet communication protocols. All documents/e-mail messages processed by ICEGATE are processed at the end of customs by the Indian Customs EDI System (CIEM), which operates in 134 customs destinations throughout India. At the WTO meeting on trade facilitation, the United States, Brazil and Colombia, which later joined Japan, argued that cross-border trade was a crucial channel to ensure that important products reached those in need, particularly at the time of the pandemic, and that the TFA could play a decisive role in moving these goods across borders. The countries stressed that they did not require new commitments from WTO members, but simply wanted accelerated implementation of the commitments, the official said. The government`s adoption of the Trade Facilitation Action Plan proposed by the National Committee for Trade Facilitation (NCTF), which is to be implemented at the highest level, proves that the Indian government aims to improve trade facilitation. In addition, a Trade Facilitation Mechanism (TFAF) has been set up at the request of developing and least developed countries to ensure that they receive the assistance they need to take full advantage of the benefits of ASAs and to support the final goal of full implementation of the new agreement by all member states. Last year, three topics were widely discussed in Indonesia at the Ninth Ministerial Conference. It was a package for smaller developing countries (LCDs), trade facilitation and agriculture. What is a trade facilitation agreement? – (Bali Package) The 2015 World Trade Report believes that full implementation of efforts to facilitate trade, such as streamlining red tape, modernizing procedures and harmonizing customs rules, can reduce the trade costs of an ad valorem tariff by an average of 134% in high-income countries and 219% equivalent in customs in developing countries. This is why trade facilitation has become an important issue for the global trading system. Preliminary decisions allow traders to know in advance and with certainty their responsibility for tariffs on their planned imports into India and proposed exports from India. They are binding on the applicant and the Customs Commissioner and his subordinate agents, except in the event of a change in the law or facts on the basis of which the prior judgment was rendered.
